Default 99 Crown Vic NON Police dome light won't work

I've been tearing my hair out trying to make the dome light work on my 1999 Crown Vic. This car is NOT a Police Interceptor, it is a standard LX model. The previous owner had the light control module replaced this year. There is no blue connector under the glove box to disconnect. The bulb is good, and it is securely attached to the dome light housing. There are no "dings" from the door open chime either. There are no codes stored according to the cheap OBDII reader I have, and the fuses are good.

Please help! How do I fix this?
