Default Horn honks & lights flash

Lights and horn go off without pushing the panic button on the fob on a 98 Crown Vic. Anyone ever have this happen?

I've never had it happen to me ,but what happens if you remove the battery from the remote ? Depending on if it still happens or doesn't happen any more, could indicate problem with remote.

We took the battery out of the fob and it still happens. It only happens when the car is not running.

Could be a junction box. I would suggest a diagnosis before buying anything.
