First: I would look into some sort of tune form a chip or haldheld programmer. You will probably need to run higher octane gas, it just depends on the type of tune. It would also firm up your transmission shifts.
Second: Air intake. Cold air induction and throttle body (Maybe a plenum it one fitsthe car.)

Third: Exhaust. A H-pipe for a 4.6 Mustang may fit on your car. If one did, than would help a lot with flow and sound, and then add some Flowmaster 40's for an aggressive sound on the outside, but still tame on the inside.
The 4.6 has a good aftermarket, but I do not know is things like intake plenums and H-pipes, will be a direct bolt-on on a Crown Vic.
What your axel ratio? T-Lok? Gears would improve acceration, but will lower your hwy MPG.
Another thing to remember is the basics: fuel filter, good oils/fliuds, proper tire pressure, clean T.B, and run some fuel system cleaner through your gas every once and a while.
If it were may car: chip, CAI, mufflers and ask an exhauat shop if a Mustang H-pipe would work. Then maybe look in a T.B/Plenum combo, but that just my opinion.

To give you an idea on the exahust gains: A 4.6 Crown Vic with factory dauls is rated at 10-15 more HP/TQ than the Crown Vic with singal exhaust. Do you have stock duals? Even if you do, there is a lot of room for improvement.
