Is my engine actually brand new?

Hey guys, I just purchased an 09 Crown Vic earlier this week and when I went in for an alignment, the mechanic was very interested in it and had a lot of information to share about it. Long story short, the most intriguing part of our conversation was about the engine. He told me that my engine could possibly be brand new and not actually have the 105k miles on it that the odometer reads because when the police used the vehicle, they actually put in a different engine and then when they went to sell it to the public, they put the original back in that they had sitting in storage. I was very convinced because one of the biggest things I noticed about the car was how spotless the engine was, brand new looking I guess you can say. Is anyone familiar with this procedure? Is it true?
