I have a 98 P71 with non-functional clock, radio and cruise control.

The radio has a green light glowing around the volume ****, but nothing on the display and no sound out of the speakers.

my cigaret lighter is disconnected, but I don't think that would effect anything with the cruise or radio.

I checked all the fuses and they're fine (I'm not sure how to test a relay).
Near as I can figure, some wires are disconnected somewhere. Under the steering wheel it's quite a mess of spaghetti, with cut and spliced wires and a million police wires. I did get the horn working by hooking up the horn ground wire, but that's all the progress I've been able to make.

Does anyone have any ideas as to what might need to be reconnected?

P.S. I assume that crownvic.net has more P71 owners and in theory more people there would understand my specific issues; but they're not currently accepting new members.
