1991 Econoline e150 5.8L - stumbling on idle and accelleration

Trying to pull the codes using the check engine light. Jumper is in place - but no flashing. CEL is staying solid. Not blinking. Constant 5 volts across the jumper. Any ideas?
Changed all 3 electrolytic caps in the ECU, 2 were bad causing no start condition. Now she's running rough on idle, and stumbling on acceleration. Been through all the vacuum lines, sprayed ether - no noticable change in the rpms.

Had to ground the STI to the chassis. My bad.

Before going after the code 31, need to know if air pump is still on the engine and belt is connected, is it ?
The code 44 relates to that system.
It just says thermactor problem, which could mean anything.
Has anything been altered with that system.? They are pretty easy to diagnose as long as you know what to look for and we should be able to help there.
If there is a power supply problem to both ,you could get those codes.
We won't go there just yet unless necessary.

There is a sensor mounted on top of the EGR valve, that is telling us the info from that EGR sensor is not present or the EGR valve is not working, may be stuck open full of carbon..Result is code 31.
The code 44 relates to that system.
