Usually when the radio picks up stray noise it is because the antenna ground does not have a good connection, however, unwanted frequencies can also be picked up by the radio. They could be due to a poor ground in the vehicle electrical system or possibly as you suspect something generating a stray frequency that the radio is managing to pick up. The whine could be coming from the alternator and there might not be anything wrong with the alt, but damp conditions are allowing the noise to be generated through the vehicle and the radio is picking it up. Suggest you do a thorough check of body ground connections and positive side connections from the alt all the way through on to the battery. A scope would help if one of the coils were suspect.
