I found the short. It was about a foot back from the solenoid on the canister. The harness was rubbing on a body mount and the red wire was completely cut through. Soldered, taped and shrink tubed the splice, drove all day so far so good! BTW I pulled CB out and replaced it with the fuse. the only thin I noticed was the van seems to idle lower and a little rough. I did a full tune up about 1500 miles ago and it was running great before this.

Glad you found and corrected the problem. Since you corrected the problem you might remove a battery cable one more time to remove the keep alive memory in the PCM and allow it to readjust itself after you drive it a few times. It should improve each time you take it out and drive it. As you know by this time persistence pays.
