in the pic. you see that little stud that has a ring cut into it that should come back towards the fire wall and that should be where you attach the rod to it and don't forget the E-clip

That is what I thought, I tried that, but when I press down the gas pedel and the throttle plate moves, that secondary plate with the stud moves forward and does not retract back.
