Default 91 e150 flasher 4 way contacts missing , what gives?

I bought a nice 91 econoline conversion van and the turn signals didn't work , after a little research I found out that I needed to replace the flasher , I went and bought one and came home to install it and it wouldn't connect, I looked inside the fuse terminal and noticed there weren't any fuse contacts. Has anyone ever seen this before ? Not only that the Fuse for the 4 way signals was gone too , right along with the contacts. I did notice that it seemed like it had more wiring than any of the other ford vans I had seen, could it be a special package with a Fuze in a different location ? The autozone guy said it should be on the passenger side, I didn't see it though, but maybe I didn't disassemble far enough. If someone did modify it, how would I know and how could I fix it or locate the wires to put back ; what can I do? Has anyone else seen this before ? I read somewhere else that they had seen it before , but no solutions.

When some people get into things you don't know what you will find.
Someplace to start would be with the wiring coming out of the signal lite switch on the steering column. Something has to feed those wires to permit the switches to either signal or turn on the 4 way flashers. I wouldn't disassemble anything in the column, but you might get some idea where the power is coming from and the fuse to protect it.
Unless someone has a more definite path to follow you may need to do some tracing of the wiring to determine just what was altered and how. Power is supposed to be available to the 4 way flashers at all times. The signal lites are supposed to get power only when the key is on. A wiring diagram would give you some idea how the system is normally set up then you could start checking to see what was changed and go from there. Keep in mind if the stop lites and signal lights use the same bulb the stop lite switch is involved in the circuitry.
