the high side is reading 0. The compressor is not turning on

 

Remember what I stated,,, when nothing is on requesting cooling,, you should read static pressure which depending on ambient temp is usually around 80 psi at around 70 degrees F Those numbers should agree with those on your manifold gauges.

The gauges show what the pressure is at that temperature.
