Electric Power Steering Pump

Default Electric Power Steering Pump

I recently purchased a 91 E-150 and while looking under the hood, noticed an electric hydraulic pump. Traced one of the hoses and it appears to go to the steering.
Also looking at the belt routing diagram the factory power steering pump is not installed (bottom right of the engine).
Any body have any knowledge of this system? Note it was previously a Handicap van.

Did/does this vehicle have a wheel chair lift?

Yes it previously had a wheel chair lift, it was removed prior to my purchasing the vehicle, the previous onwer, left a lot of the wiring, put don't find any hoses plugged off.
That I can see there is no belt driven PS pump, will get some pictures later (when it stops raining).
There is also an add on vacuum gauge, and under the rear seat, a large vacuum tank (I believe) trace hose back and it is tee'd off on the Tee there is a small hose that leads to the vacuum guage.
