Default Ford E450 Bus Alternator low rpm or too high rpm

Penntex System. Champion Build.

Couple questions. I cannot find the Penntex Voltage regulator.

More importantly My Guess and need some advice: My vehicle battery light and voltage regulation light came on while driving cross country. At low rpm the light stays on and says no charging. At 3500 rpm light goes off and green charging light goes on. At 5000+ rpm as in flooring it everything in the car shuts down and reboots (My guess is an electrical spike). So my guess is alternator and the resistor is not working and sending way too much voltage/amperage at high rpm and not enough at low. However, I cannot find the regulator and the Penntex manual says before replacing alternator check regulator (I suck at electrical). The replacement alternator is $900 plus for new SOOOOO I'm not sure what to do (I have 8 kids so I cant shell out $900 to find out it wasn't an alternator issue at all). I already pulled the alternator but can pu it back if need be. I am trying to be DIY as possible as I am a disabled combat veteran so my retirement is all I've got.

What do you think it is? Alternator or regulator?

found the px-4000 regulator. There is an airbag delete ad it is in the dash where the airbag would be.
