Default Rear Brake mystery

I have a1999 E150 conversation van.

my husband replaced the pads on the front (both sides). It seemed to be working well except there was a whooshing sound when I stepped on the brakes.

Then the rear brakes started becoming randomly noisy. Pulled the drum on the drivers side to find loose pieces. Got the parts & replaced both sides shoes.

passenger side still had pads, driver did not.

after much struggle he got both sides resembled. Here’s where the mystery comes into play.

van will drive in reverse no problem. Try going forward and it acts like the parking break is in engaged though it’s not.

brake light is on.

he has examined the diagram for how the brakes should be put together and they match it.

any ideas of why this is happening or what he could have done wrong? When he put the shoe in on the drivers side it just didn’t seem to fit correctly, Not sure why it was acting that way.

any ideas, tips, suggestions on how to solve this and get my van up and running would be greatly appreciate.
