Whining noise coming from pass. side, top of engine area

Whining noise coming from pass. side, top of engine area
2001 e250 v8 5.4
Im getting a whining noise from the top middle passenger side of engine area.
I can't tell if it goes away when rev'ing or driving as it doesn't get much louder, but you can hear it when idling.
I changed the idler pulley and the tensioner pulley. no help.
I'm thinking it might be something vacuum? but not sure..

and I also put a stethoscope on a bunch of things and it seems like its coming from the black plastic valve cover. here's an audio recording of the steth earphone held up to the phone mic. I touch the end to the valve cover twice, you can hear the noise get louder..
