Could be a brake pad rattling. See if the noise goes away as you apply the brakes.

No change. I forgot to list that the pads and rotors are new also. 30 mph or faster on rough road , no noise or feel. Just when driving slowly on rough or gravel road the front feels and sounds like it's falling apart

Silly question, are you sure the lugnuts are tight? Was the noise the reason you replaced those parts? If good, you need to have a helper assist you and inspect the front end for any loose or worn parts or have a technician do it. Noises are difficult to diagnose on a forum. There are many other items such as inner and outer tie rods, ball joint, upper strut mount. We would be guessing without doing a hands on inspection.

To keep offering possibilities is not going to help much.

A good starting point would be to get the vehicle upon a lift and look for something loose or worn. Was the noise present before the brake work was done ?

Yes the lugs are tight. Not a sill question. Been to the Ford dealer on multiple occasions. 120,000 miles btw.
Thanks for the considerations.

Yes, the noise was there before any work. First the sway links were replaced. Then the control arms. Then the struts. finally the pads and rotors. still noise.
