You cab do this simple test with either a test light or voltmeter..
Just connect one wire to a good ground and the other to the wire going to the horn. When you attempt to have the horn sound by depressing the horn pad on the steering wheel you should see 12 volts or the test light lite up. If you have the evidence of power there the horn itself is either rusted or malfunctioning..
If you don't have power there now you need to go back and see if the horn relay is working.. Power is generally available to one side of the relay coil. When you depress the horn pad the ground for the relay coil is completed. Before going further let's see what you find so far.
