I have a 2017 Escape with a turn signal issue. Left side blinking fast but all the bulbs are working. I can't find the flasher relay. it's not in any of the 3 fuse boxes. Does anybody have a location for that?

 

check closer to make sure that the intensity of the signal lights on the left side appear exactly the same as the right side.

If there is a poor ground for the front or rear on the left side,it will use the parking light element of that bulb for a ground. You see a light flashing, but it is not the right element of the bulb working.

It is easier to notice that if you use the 4 way flashers.

 

Your 2017 doesn't have a standalone flasher relay. If there is one, it's internal within your BCM.

On older cars back in the 90s yes you can get to the flasher relay and swap it out like most people do when they upgrade the halogen bulbs to LEDs.
On your 2017, it's the BCM module, which handles all the lighting and power window and locks. So you will need a capable scanner to retrieve Ford's specific DTCs to find out what codes you have. Of course you also need to get the wiring to get to BCM. My alldata covers any cars up to 2007, sorry can't give you the diagrams.
Additionally, when you don't have turn signal at all, then it mostly is the connector or bad wiring at the turn signal connector. When it blinks fast, you need to get to the BCM, somewhere under your dash. To be honest, when it blinks fast, wiring issue is less likely but a bad BCM that needs to be repaired or replaced, if you are lucky, a simple reset can fix the issue. If it was a wiring issue between your turn signal and the BCM, say short to power or short to ground, you wouldn't get pulse signal from those. The only possible pulse signal is originated from the flasher relay that is integrated into the PCB of your BCM.
To repair you will need to disassemble it and work with the internal PCB with soldering skills.
To replace simply find a used one on ebay and swap it out, then have someone to program it. Yes you need to program it, not just a direct swap.
To reset it, Foxwell NT510 Elite w/ Ford should be able to do it. If you are in northern california you can borrow mine.

Let's get back to your original post. The hazard light works fine or it blinks fast on the left too? You said left side blinking fast, do you mean both front and rear? If it's only one and not both there is a quick fix without touching or messing with your BCM.

 

blinking fast left side only front and rear.

 

If it blinks fast on just the front-left but it blinks normal on the rear-left:
1) at the front-left turn signal connector, depin or cut the wire that has 12v signal and not the ground wire
2) create a splice from the rear-left and feed the new wire to the front-left
to avoid cross circuit you must cut off the original 12v feed to your front-left, you can't have two separate power feeds to your front-left
if they blink slower or faster than normal then both of them combined are drawing too much current, you have to take the relay approach, your front-left can't borrow power from your rear-left.
For relay approach you still need to create a splice at rear-left and feed this new wire to a relay as the trigger wire (terminal 86). Terminal 87 to front-left turn signal + wire, terminal 85 to chassis ground, terminal 30 to 12v power feed.

If it blinks fast on both front-left and the rear-left:
1) buy a flasher relay w/ adjustable speed at: (free return if it doesn't work the way you want it)
2) at your BCM locate the wire going to front-left and rear-left, make sure front-left and rear-left don't have dedicated wire to your BCM, and I'm assuming there is a splice somewhere to separate the front-left and rear-left, if you can locate the splice that's even better.
3) cut off that single wire (before the splice) and connect that single wire to the flasher relay's + terminal, find a good ground and connect the new wire to - terminal of the flasher relay.
4) at L terminal on the flasher relay, connect 2 new wires to it, one goes to front-left the other goes to rear-left
5) turn the **** to adjust the blinking speed
The purpose is to slow down the blinking speed generated by your BCM by adding an adjustable flasher relay.

 

Something to add on the reset. If you choose to reset it please be reminded that you might need to reprogram your fobs. Foxwell NT510 Elite w/ Ford can reset BCM and reprogram your fobs, it might be able to program a new BCM as well, I can't confirm until the scanner is plugged into your vehicle. You will need to remove your BCM regardless, so why not remove and disassemble it and locate the flasher relay, check and see if it's replaceable. While it's removed, use electronic contact cleaner or isopropyl alcohol 70% and clean all the contacts, then put it back in place and see if it helps any, since there might be bad or dirty connections within your BCM. Remember I mentioned earlier no pulse signal is present anywhere in your whole car outside of your BCM for your turn signal to short to, doesn't matter it's short to ground or power or cross circuit.
In the meantime also locate a shop that can do the BCM programming and ask them for the price. The cheapest and best is to look for a ECU repair shop online or on ebay you ship them your BCM they fix and return it back to you, then you can put it back yourself, and since it's the same one, no programming is needed, that's at least a couple hundred dollars saving already.
The quick fix I mentioned above might not even work the way it should be because of the already pulsed signal feed from the BCM, adding a flasher relay with adjustable speed can definitely slow down the blinking speed, but there is no guarantee you can get consistent blinks.
