Default Keep Alive Memory keeps blowing

I just tries to get my inspection done and it failed. They said i need to do my drive cycle. I found out that the keep alive memory fuse (5 amp according to ford manual) is what's causing the pcm to not retain its memory and consequently its drive cycle status. I disconnected the battery and replaced the fuse. Reconnected the battery and it immediately blew. This isnt the first time i tried to replace it and it blew. The first time it blew my check engine came on and has been on since. The people at AutoZone said i have a grounding issue. Any suggestions? Keep in mind im a complete idiot when it comes to cars.
