95 escort transmission stuck in neutral

I had the front on jacks for over a year. Now I can't get it out of neutral. It's not the shifter or the cable.
The lever on the trans where the cable is hooked up is rock solid.

Is the lever rusted where it goes into the trans? If it is spray some penitrating lube on it then tap it with a hammer to try to knock it loose.
