Default Fuel pump stays on

Hey, I hope someone might know this problem I have with my 97 Escort sedan. Sometimes when I turn the ignition key off, I here what sounds like the fuel pump still running. I've taken out the back seat and isolated the sound to the gas tank, so I pretty sure it's the fuel pump. I can turn the ignition key on and off and usually within a few key cycles, the pump will stop running. How do I make sure it's not some other electrical problem instead of the fuel pump? I'd rather not drop $100 on a pump if that's not the problem. Anyone know?

Look under the hood for a black box with fuse's and relay's or check your owners manual.
