Default Timing belt

I am currently swapping an engine in a 2000 escort. My question is, when rotating the crank by ratchet on front crank bolt, there is a clunk coming from the exhaust cam. It sort of stops for a few degrees of hand cranking then releases and catches up in time with intake. I think I know why, but am not sure. I was hoping some one may explain the exhaust cam for me, and if this is normal on this engine. Thanks.

kinda sounds like a bent valve but it hard to tell without rotating the engine myself
