That does sound like an under performing fuel pump which is failing. You can confirm by measuring the fuel pressure at the service valve on the fuel rail. The pressure should be 30-45 psi at idle. By key cycling you are allowing the pump to build pressure towards the 30 psi level. A good pump should have built up sufficient pressure after one key cycle.
It would be a good idea to atleast replace your fuel filter first if it has been in service a while.

Here is a picture of the tank module. As you can see, there is nothing outside of the pump other than tubing, the fuel level rheostat with float. The check valve is in the pump. I had a Ford module in my hands recently, there is no check valve external to the actual pump motor. If an OEM pump is desired for replacement, you have to buy the whole assembly module anyway.
