Default 1998 Explorer power windows don't work

Power windows on my 98 Explorer worked intermittently for about 3 weeks, then quit altogether, won't work up or down, from the master or the individual door switches. I have pulled & checked all fuses, pulled the master control from the door, taken it apart & checked for bad switches, and have swapped all the relays in the power distribution box. None of which has yielded any results. I suspect that there is a relayI haven't discovered yet; was the window relay that was under the dash in the 1996 version moved to the power distribution box, or is it still under the dash? Something is controlling the juice to all windows, because they either all work or none of them do. Any advice would be immensely appreciated.

The relay module is still under the dash ...The GEM controls both the battery saver relay, and the accessory delay both of which need to close for current to the master switches..

To find it easy you could look at the colors of wires coming from the door and trace a couple.
