If you have the owner's manual, locate the A/C relay and temporarily swap it with another that appears to be the same. If still no ac operation, switch relays back and have someone get inside the vehicle and with the key on move the ac controls to request ac operation and see if you can feel the relay click. If it clicks the problem is between the relay and the lo/hi press switches. There have been instances where the wire under the relay either had a bad connection or was open for some reason.
You would need a test light or multimeter to confirm power coming out of the relay.
Can you do this?

The key as Hanky mention may be weather the A/C relay clicks/closes.

The PCM is commanded for A/C/Defrost control by the dash mode selector switch. Cycling and high pressure circuit output is controlled by the PCM as well. If the A/C relays is closing, might be a problem at the PCM/bulkhead connector. Would be a check point there as well for input/out functions..
