Would you care to tell us what you feel might be the reason the emission system could be the problem? Maybe we can offer some suggestions that might save you some time and money. If you know why it failed, there are some things that can be done by you if you would like to try them. Do you want to try that?

If the HC is too high, just retard the timing a bit and that should bring it down.
What is in it a C4?
What ever you do , don't ever put in something like motor honey to stop the seal leak. Took an engine apart that someone put that stuff in and it looked like someone hung curtains inside there ! Those older vehicles were a lot easier to work on than today's vehicles, you could climb under the hood and had enough room to sack out in there.
