Default 4.9l Revs in P & N but not in D or R

1993 F-150, reg. cab, 4x4, 4.9L, AT (E40D) manual 4wd shifter w/locking hubs: cranks and idles, engine responds to gas pedal (revs up) when in P and N. However, when in R or D no response to gas pedal manipulation (will not rev up/idle only). Any suggestions appreciated

Is the vehicle making any attempt to move?

Yes, at idle it will move forward and in reverse on flat level ground

I bought this truck "as-is". Previous owner had invested in many upgrades and I believed it had potential. To-date I have replaced ECM, shift module, fuel pressure regulator, fuel filter, ABS speed sensor, knock sensor & throttle sensor. Fuel pressure at idle is 40psi.

Is there any way you can check if you have at least 5 volts coming to the throttle position sensor?
We have to have that power coming in before the sensor can notify the ECM.with a signal coming out.
That problem was in the vehicle at the time you purchased it ?

TPS has 5.13v

With your meter connected to the 5 volt terminal at the TPS, does the reading change when you place the vehicle in drive ?

D=5.12v
R=5.13v
ICV: 12.11v
OBDI: 111=systems good
327=EGR

Previous owner had engine rebuilt and drove 45k before this issue parked it. He made other upgrades as well: oil cooler, gooseneck hitch, braided SS fuel lines, +
