Question 75 f150

Need confirmation from the experts here. I'm looking at a '75 F150 XLT
vin F15MCV28717 and ID it as manufactured in Ontario, Canada. The question is why would it have drum brakes all around? I thought disc in front were standard in 75. May it be because it was manufactured in Canada or did somebody swap disc for drum ?

I know F-150's aren't the same, but in Broncos the disk breaks didn't appear until '76. Maybe it was an option in '75 for F-150's?

If you look hard enough, you may be able to find an F-150 VIN decoder online that can tell you what the stock equipment was.
