Default Brake cable

My emergency brake cable has some slack in it would this cause my brakes not to release correctly.some time when putting in drive it feels as though something is scrubbing and it feels & sounds as though it is coming from drivers side rear wheel.I changed brake pads about a year ago & i don't think it was doing this before that.Emergency brake cable has been loose for a long time & i tried finding the screw in brake drum by removing rubber seal but could never find any screw inside to tighten.Do i just need to replace emergency brake cable.Thanks for your help

I believe your best move would be to remove the wheel and rotor and inspect the pads and the brake shoes for the parking brake. If the cable assy has rusted and is hung up you may wind up replacing the shoes and rotor depending on how worn they are. That is the time to replace the adjusters and cables if necessary. They can be a pain to do and you could wind up replacing just about all the hardware if crud and rust have been at work there. A good inspection will answer a lot of questions.
