Default Have to pump the brakes to stop

Last Thursday my brothersbrakes went completely out on his 2002 F-150 FX4. He went to change his brake pads and found out his caliper actually broke. So he put new rotors, a new caliper, and new brakes on but the brakes do not work without pumping them. He has bled the lines but its acting like he didnt.

Anyone have any suggestions or ideas as to what it might be?

Bleed the system again starting at the right rear wheel and then move to the left rear, then right front, and finally left front.

That is exactly what he did. Someone told him there was a valve or something in the ABS that may be causing air in the lines. Anyone know about this?
