i'm just about out of ideas

Default i'm just about out of ideas

THis is everything that I have found wrong with this truck. (99 f150 4x4) The overdrive, cruise control, horn, radio wire's do not have a hot to them. I found a black/pink wire ( I think) when i removed the steering wheel. It looked like it plugged into the clock spring but i'm not sure. It had power coming through that wire but was not plugged in anywhere and I don't know where it goes. Could that be the problem with 3/4 of my problems???

oh yeah i forgot about the milky looking stuff in my oil cap. I changed the oil and it didn't look like there was water in it, I don't have a blown head gasket. maybe a bad pcv?

For the wire, get a hold of a wiring diagram. All of the items you mentioned are in the steering column, and I would guess that it isn't too coincidental that they have all failed. You can get a wiring diagram in a Haynes manual, or maybe if you search on line enough...
