Question 1975 Ford F-350 Crew Cab

Here it is, I just bought a 1975 Ford F-350 Crew Cab 1-ton with a 390 manual one ton. its whole life before i got it was towing. I think it had a restoration job done 10+ years. it needs a new one. I have planed on full restoration, it has rust in the same spots all 70"s fords do. so all that needs done is body work. I plan on making it in to one hell of a mud-runner. I'm taking a F-350 high-boy (take cab and box off) and cutting the frame and cutting the frame on the frame the crew cab is on right now just before the back door and end of cab and fitting it on to the high boy frame. I know this sounds like it would not work out in a million years but it does. My father and a family friend have done the same thing. both of which my father built. My father has had his forever as long as i know and it was a dream of my as a younger child to have one just like it, and when he let me mud-run in it a year back i knew i had to have my own.

I'm still looking for a high boy and have found a couple that would work just don't have the funds for them, so as it sits i have a 2wd beast that is having some problems that i can not figure out and could use some help.

some of the things that i can"t figure out
1, dash lights wont work(replaced light bulbs)
2. gas it not getting to the carb when sits for more then a day or two (put a little gas in the carb and pump the pedal)
3. speedometer does not work(replaced cable from dash to trany)
4. brakes work half the time, i don't know if the master cylinder is going bad or the brakes them self.

I don't how much help I can be , but let's try.
There is usually a 5 amp fuse on the fuse block for dash lights, have you checked that?
Some carburetors leaked the fuel out of the fuel bowl by way of the accelerator pump diaphram area. It is so slow that it can evaporate before you notice a leak.
If you can disconnect the speedo cable from the speedo head and spin the speedometer head that the cable goes into. If the needle moves (try both directions) the cable isn't being moved at the trans. You can also disconnect the cable and watch to see if the insert moves,turns, if yes speedo head is bad , if no movement drive gear on output shaft may be stripped or the driven nylon gear on the adapter is stripped.
You can remove the one bolt and pull out the adapter out from the trans. There is always that chance of wrong parts.
I 'll leave my two cents for the brakes out for someone else to have a chance, that's the breaks !

thanks i didn't even think about the fuses, and i'll try dinking around with the spedo cable and well see what happens! thanks for the advice.

also if any one has had the same problem or now why, but around the Ignition Control there is a tar substance that has leaked out of it. i took it off and it looked like it was part of it at one time and now melted away. if any one could help before it starts fire and kills my dreams! More Information for STANDARD MOTOR PRODUCTS LX201 here is what mine looks like and its one the drivers side by the jack holder.

i was just cleaning up the door frame and found a sticker that says "canada.nsvac.(cant read).cmvss then there is a maple leaf with "977" in the middle of it. does this mean it was imported to Canada, the Canadian government is going to hunt me down? does anyone know?
