Default 1988 F250 diesel fuel filter question

I was having to run starter a long time before I could start the engine. I found the problem. The fuel was leaking out through the top of the part that the filter was screwed on. I took the filter off then disconnected this part from the fuel lines and a electrical connector. Another electrical connection on top of this part I couldn't remove for fear of breaking. I didn't want to cut the wire. This is the place where it is leaking, where you see the wire at the bottom of the photo. So I am sending a picture of it and asking if anyone can tell me what it is for and how to remove it. Also I would like to see some pictures of how the factory installed the part that removes/separates water. Mine doesn't have it as I see.
