Question 95 F-350 Trun signal not working

Hey guys I've got a 95 F-350 7.3L, and the turn signals stopped working completely. I've already tried a new flasher relay, mf switch, and the wire harness coming from the cab to the rear lights and the grounds back there. I'm at a total loss, any help would be appreciated got to get the truck dot certified soon.

Turn Signal Electrical Diagram below (All Except Chassis Cab), if yours is chassis cab download the pdf attached below.

Below is the location, locate C207:

There are 2 flasher relays, are you sure you were testing and replacing the correct one?
For testing purpose, you can bypass the flasher relay, look at electrical diagram part 1 above, circuit 8 to flasher relay then to circuit 44, you can connect jumper wire directly from 8 to 44, just that, for testing purpose, the lamp stays solid and won't pulse. You can also borrow the flasher relay from hazard for testing purpose.
Don't throw parts at your truck further, go thru the diagrams and pinpoint test above and let us know the outcome how you get it to work or what's not working still.
