1999 F 350, 7.3 diesel, 6 speed 2 WD
Can I initiate the injector buzz test with my OBDII scan tool, or do I need a "Ford" special hook up?

You'd need a scan tool that can do 'functional' tests.

If you only have a code reader it won't have any functional test capability. A lot of aftermarket scan tools have testing capability...
