Cat or no cat

Is there a way to find out if my 1999 F250 Super Duty Canadian model came with a catalytic converters?

Ford Dealer should be able to tell you based on your VIN. I could be wrong, but you'll probably find that everything built since 1995-1996 came with a catalytic converter that was delivered new in the U.S. and Canada.
