Engine Idle Speed

Engine Idle Speed
My new (1000 mi) F250 5.4L 6-Spd M/T engine idle speed is making it difficult to shift.
During normal driving, it seems to take 2-to-4 seconds between shifts for the engine RPMs to decrease sufficiently to match the Trans speed (ie. complete the shift without using slipping the clutch upon re-engagement). The idle eventually settles down to proper speed, however there are a couple of conditions under which this doesn't occur for extended periods:
If the truck has been idling in gear and the clutch is disengaged, the engine will speed-up to about 1500RPM for about 4 seconds.
If the truck is decelerating down hill, the throttle seems to open - result almost no engine-braking and can actually accelerate after gearing-down during hill descent!
Is this normal?
