Default Fuel Problem w/97 Ford F-350

I have a 97 F-350 7.3 diesel, I replaced the fuel pump on the frame. Pulled the fuel filter off and turned the key on and the fuel is filling up the filter housing. Seems to me the fuel isn't getting to the injectors. If you hit with ether, it will start and then die out (crank sensor was replaced 6 mos. ago). Any suggestions as to what the problem could be?

Did your truck run before you changed the filter?

Check your Fuel pressure regulator screen on the side of the fuel canister it may be clogged.
