Fuse prong loose but stuck

The fuse for the cigarette lighter blew, I pulled it out and tried to replace it but the replacement got stuck as I was inserting it (it never went all the way in) as I tried to pull it out, it wouldn't come out. Applying force, a single prong ripped out of the plastic fuse enclosure and is now loosely dangling from the fuse but it still will not come out. I've used needle nose pliers and it feels like the plastic fuse box is going to break before this fuse pulls out and yet it is very loose and wiggles in about every direction.

There were problems caused by leaking windshields and I suspect this may have caused some of the problem.
A very little shot of penetrating oil to that connection might just free up the connection so the part of the fuse can be safely removed..
If there is evidence of rust and corrosion in the fuse panel area, the leak will need to be repaired.
If that is happening, there are a few unexplained things that take place, lets hope that is not the cause.
