Gear Shift Lock Actuator Bad?

Default Gear Shift Lock Actuator Bad?

My 02 F250 is blowing a fuse that controls thegear shift lock mechanism (and also the cruise control). When I start the engine and depress the brake pedal, the gear shift will not move out of Park, so I turn it off, turn the key to the first position to unlock the steering wheel, shift to Neutral, start the engine, then move into Drive. With the engine running, in Park, I can manually depress the spring-loaded key that allows the gear shift lever to move out of Park (without depressing the brake pedal), so I'm thinking that the solenoid that is actuated by the brake light switch is bad. However, in my mind, this should not result in a direct short/blown fuse condition. What is going on?? Is this a recurring problem with this model?
