Oil and air systems supposed to connect?

Question Oil and air systems supposed to connect?

Was picking through my engine to start sorting out a few of the issues with it. I opened the air filter housing to not only find no filter, but fresh oil sitting in the pan. Did some more rooting and found out that a bleeder line had been run from the top of the oil reservoir to the far side of the filter box, under where the filter is supposed to sitting. I assume the premise was to provide positive air pressure to oil lines in lieu of an actual pump, but when the system depressurizes, the oil follows the air out and actually runs pretty freely out of my air intake. Any suggestions for patching this up or is it supposed to be that way? If so, how do I keep the oil in my truck?
