Default Stubborn steering bolt on '89 F250

I am replacing the steering column in my husband's farm truck...an '89 F250, 351, 4x4, automatic. I have one stubborn bolt that is keeping me from getting the column out. It is the bolt that goes through the coupler to join the end of the column with the top of the steering shaft.

Here's a couple pics:

I have tried penetrating oil, a propane torch, and different size rachets, but I can't get it to move. The head end is flat to the coupler, and the threaded end just comes out through a forged lip on the other side. I don't see any splines or locking rings that might be holding it up. Any ideas what to do next?

Thanks!

If i'm not mistaken that bolt is splined and you will have to use a brass drift punch to knock it out a check when you get it out as it may only go in one way hope this helps
