Allan head bolt in steering pump?

Allan head bolt in steering pump?
What is the trick for loosening the Allen head bolt thats on the steering pump pulley?
When I crank it... It just turns the pulley. I've tried holding the other pulley's in place but
then the belt just slides.
Any advice.. thanks.. : )
