Towing 5th wheel with a 4 inch lift?

I have a truck I'm looking to buy that has a 4 inch lift. However the primary purpose of this vehicle is to SAFELY tow a 16,000lb 5th wheel. Is this safe? I would think any lift would result in porpoising.
