Default Transfer case not shifting

I have a 97 light duty F-250. It has the electric transfer case. The fuse was blown under the hood and I replaced it, it came out of 4wd but wouldn't go back in. I checked the fuse and it was blown again. So me with little knowledge replaced the transfer case motor. well it went back in 4wd but won't come out. Any ideas?

It blew the fuse twice. Currently it's in 4wd but it doesn't show it. After I changed the motor out, it came on once. Can you tell me what the single black wire is that runs from the harness up to the top of the transfer case?
