Water Pump Pulley F350 Diesel 2000

I have a 2000 Ford F350 diesel with a water pump pulley that has come off the shaft in the middle of nowhere. I was wondering if anyone could tell us how to get the fan shaft off without specialty wrenches?

Pulley bolts sheared, or the pump shaft broke?

The pulley bolts have sheared, or come out. The pulley appears to be bent from what the guys are telling me.
