Default What are these 2 things and what do I do with the 3rd item?

Good afternoon all of you. I am relatively new to the truck game as small cars have largely entertained me (Like the VW GTI).

I inherited my grandfather's 2003 F-250 and have found working on it (small things here and there) entertaining.

So, questions:
I removed the OEM running boards (the steel under the plastic cover was VERY rusted) and now have this step.
1. Is there a cover of sorts that I can buy to hide the steel pinch weld? I was going to go with having this part treated with the undercoat that I had done to the rest of it.

The step is also here.

2. What is the part name(s) that would secure this plastic piece to the truck?

3. So, the fog lamps. When I replaced the bulbs, I noticed the one piece that goes around the bulb became completely detached while the other one is fully attached (both photos shown for comparison). What do I need to do about this? Can I just disassemble and remove it or should I attempt to solder it back into place?

Not positive of what I think I see, however, It appears the shield is to direct the light to just the lower front of the vehicle.

If that reflector shield is not in place, you could be blinding oncoming drivers and yourself if it reflects the light hitting the water droplets (fog) right back to you.
