Default Wheel Speed Sensors

My 1999 2 WD F-350 7.3 diesel has the wiring harness with the connections for the front wheels. Both sides of the harness/connectors are mounted on the backside of the fender well material. This seems to be the stock location. BUT the wiring harness ends at the connectors. I have no leads going to either front wheel?

My owners manual talks about the ABS but also mentions that the vehicle may be equipped with another system that only keeps the rear wheels from locking up (inferring the front are non-ABS).

What do I have here?

You would have RABS (rear anti-lock brake system)

4 wheel control would be 4WABS (4 wheel anti-lock brake system)

OK.
Thank you. So Ford put in the harness but my particular vehicle doesn't have the front anti-lock equipment. AM I reading this right? Regards,
