heating problem

Default heating problem

My 2006 SEL was blowing Luke warm air our of the vent, even when I cranked it up to 25 deg C, at 32 deg it only felt warm where it would normally feel like it was burning my hand, took it to a local mechanic who changed the "Blend door Accuator" on the drivers side, got the car back and it appeared even worse, took it back then they changed the thermostat, I have to set it to 24 deg before I get warm air, it now feels hotter on the passenger side, and much cooler when idling, they are telling me that this is because it has reached its temperature in the car and its trying to balance by blowing cooler on one side, is this true?? any help would be appreciated.
