Default starting problem

Hi all, 2005 500 88,000 miles. When I go to start it when cold , sometimes it does not want to come up to idle and it makes sounds like the battery was disconnected. You know when the radio is on a different station and the air vents sound like they are repositioning themselves.
Then when I start to tap at the gas pedal it idles and runs great.
Their is a strong rich smell of gas.
Alternator was recently replaced by mechanic. He used a napa the cheap one.
It does not do this every time .
Any ideas what this could be. Thanks Jim.
